I removed all traces of the foam on my 1995 9000. I can't tell any difference except that I know no more foam will be coming out of my vents. I fit is insulation (to keep the air at a set temp) it is useless as the air is only there for part of a second. If it is sound batting maybe mine deteriorated at a rate where I never noticed a change in sound. Personally I removed the evaporator and the job was quite easy. I guess most people do not want to break into the a/c system.
