I would say that the crusing RPMS are set by the eningeers who determine the best balance of highway MPGs and passing power.
Compare a 4 cylinder turbo to a big V8 like a c6 Corvette that can cruise at 1800RPM on the highway, and still get high 20s MPG. Of course, with such displacement on tap (6+ Liters), passing power it just a blip of the throttle away, no need to downshift.
