If the Brushes are abnormally worn, one of two things come to mind-
1. The VR went in funny (as in wrong)
2. The commutator was badly scored by the earlier VR brushes. It now eats up new VR brushes.
If I were you, and the alternator was sitting in my hand, I'd buy a fresh rebuilt alternator. You should be able to pick one up mail order in the $130 range. (try eEuroparts, etc.) Maybe even try an AutoZone or Pep Boys. Replacing the commutator isn't simple, and there may be other lurking problems, such as a flaky diode pack. If money is a real issue, a local auto electrics shop may be able to rebuild it for less.
