Not sure about other markets, but in the US, all turbo models had traction control in 1993 (Bill -- you're in the UK, is that right?).
If you have a turbo, you don't have an Air Mass Meter. You do have a MAP sensor (Manifold Absolute Pressure) but I haven't experienced a bad one of these.
Non-turbos have an Air Mass Meter, and were available in the CSE model (starting in 94 -- I believe -- all CSEs were turbos).
If you have a turbo, do you have ANY warning lights on? Specifically, the TCS CTRL light? You may not, if the car's been sitting on a dead battery for a long time.
Assuming you have a turbo, your symptoms sound very like the common bad-safety-valve issue in the TCS system. Do a search in the archives for "safety valve" to learn the techniques to try for diagnosis. Not 100% reliable, but often works.
Turbo or not, there are a host of other things to check, starting with your plugs (are they the proper type, and properly gapped?).
To my knowledge, all 2.3 blocks were painted red at the factory.
