...if anything, a slight loss in surface area may mean decreased braking efficiency. Note that many, many cross-drilled rotors on the market began life as solid, then were literally drilled. This can leave minute cracks and weak spots which can cause disastrous failures. This has been experienced by people on track and off. You don't want to experience this yourself.
Even "real" cross-drilled rotors (those that have the perforations cast in during the manufacturing process) are not going to give you any meaningful benefit, but will consume your pads faster. Same is true for slotted rotors.
This is all just for your information. Lotsa gear out there that really doesn't add to performance, though it may sound or look high-tech (don't get me started on K&N filters!).
