is disconnected or possibly bent or pinched so nothing is getting past it. But also check your hooter valve. My gauge worked but moved only about 5 degrees and it was a dead hooter valve. I've had both things happen on my '96 CSE.
The hooter is the black plastic thing on the pipe from the intercooler to the intake manifold. About $45 to replace, takes 2 minutes. Take the vac hose off it, put a new piece on and try to suck through it. If you can it's toast. I could almost breathe through mine when it died.
