Your mechanic should not have removed and replaced the TB without doing all the proper calibrations beforehand and after.
I found with my '93 Aero that there were some permanent error codes that needed to be cleared out with the Tech II. Once that was done, no limp home mode. (Done after replacing safety valve; later I replaced the TB with one of the Ultima rebuilt units.) Make sure your mechanic clears ALL the error codes (after first writing them down).
