Best years (strictly subjective) are 95-98, almost all the systems on these cars are identical, so parts are easier to come by than some model years. Also, 95-98 offer keyless entry and a superior alarm system.
TCS can be problems , especially if you don't have a good mechanic who has a tech2 and a thorough understanding of the system, but shouldn't be a deal-breaker. I've never had an issue with TCS on my 94 Aero.
Next issue is ride vs handling; The Aero is the fastest and best handling, but the ride is definitely harsher than the CS/CSE.
You'll pay a premium for an Aero, but get CS/CSE at a discount, especially if it has a manual transmission.
Avoid the V-6, watch out for the early (93?) 2.3 because of balance chain sproket issues.
My ultimate 9000 of choice, a 98 CSE
