Yes, according to everything I see, the starter motor should be disabled. But of course, that would be if the box were working right, which it isn't.
The pins you want to jumper are 9 and 21. Pin 9 should be Blue/Red, and 21 should be Green/White. Pin 9 is the high side of the fuel pump relay; the Trionic box provides the low side of the relay. Pin 21 is the +15 supply - that's the supply that is switched on when the key is in RUN or START. You don't want pin 22 - that's the +30 supply, which is always hot.
The starter works, so there is no need to by-pass it. But should it screw up, you'd want to jumper pin 8 (yellow/white) to pin 20 - yellow/white. Finally, a yellow. But that's the starter interlock, not the fuel pump.
If you clip pin 11 (Black), you'll silence the horn. Or, if you can find the connector, just disconnect it. It's a 2 pin connector in the front left hand corner of the engine bay, just below the fuse box.
