I had to get a stuck bolt out of a sail boat mast this weekend and was thinking about this thread on stuck bolts.
It was badly stuck in from years of exposure to salt water.
I tried all the usual tricks, including heat. Nothing worked. Then, the next day, I put heat on it for a longer time than before. That did and it came loose. I didn't time it, but I kept my simple propane torch on it for about 5 minutes.
By the way, the theoretical rationale here is that the differential expansion and contraction breaks the bond between bolt and bolt hole. If there is a large "heat sink" like a mast or an engine block, it may take a lot of heat.
It was also suggested to me at the time that I take it to a machine shop, but it would have been a pain to transport the mast. Drilling also was unattractive.
Can you apply more heat than before?
