Yes, it is for a safety lock-out. No, simply hooking it up to 12V or ground will not work. It requires a sequence of signals in order to activate. First you have to hold down the foot brake, then pull up and release the hand brake once, then pull up the hand brake and immediately release the foot brake. The only way I could simulate that is by hooking up a momentary and on-off switch in the dash. It would be easier to hook up, but probably less easy to actually use.
