In a manual, I'm not sure if it's both a brake and/or clutch pedal switch, but it would be underneath the pedal. It's kind of hard to describe, but you'll figure it out as soon as you take a look. Your cruise symptom is what would occur if this switch were bad or misaligned.

Basically, when you press either the brake or clutch with cruise on, it disengages it. So, if the switch is bad, the same would happen and you wouldn't be able to engage it at all.

The fact that you know you have a bad BPC makes me less hopeful that this is your base boost problem as well! When you hit the brake (maybe clutch, too), the system reverts to base boost, so that was my line of thinking. Things are never that easy though!
