I have a 1994 car and had to solve several issues to get full boost.

If your BPC is non-functional, you will never get full boost. Period. Mine failed the resistance test, so I picked up a used unit that passed. Installed it, but still no full boost.

Next probable thing is the ECU. There are ways of testing the transistors in the ECU, but I have never quite figured out how - I bought another working ECU from a fellow poster on Saabnet who told me that it was working when he pulled it out of his car to upgrade. After installation, I still didn't get full boost.

The next place to look is the cruise control system. The ECU's interaction with cruise control is a bit convoluted. The dashboard light does not control full boost vs. base boost; instead, the state of "cruise engaged" vs. "cruise not engaged" is what matters. The dash light will still be illuminated after you disengage cruise by braking; when you get back on the gas pedal, you will have full boost. If you then hit the "resume" switch, you will be limited to base boost.

The "cruise engaged" state is transmitted to the ECU via the red wire on pin 1 of the cruise control module. Note that the sense is inverted, i.e. low=ON, high=OFF; mine was stuck on low. An easy way to take the cruise control question out of the equation is simply to disconnect the plug from the module (wrap the plug in a plastic bag to prevent accidentally shorting something), which will then leave pin 1 floating. After I did this, I got full boost and knew that my cruise control module needed replacement. Note that the 1992 - 1994 cruise control modules are notoriously flaky, so you may want to forgo this function. I eventually repaired my cruise control module by resoldering all of the capacitors on the circuit board.
