yes, ripoff.
for example, the tensioner, belt, and pulley should take less than 1/2 an hour and it looks like they're charging for two hours.
also, you need confirmation that your car actually needs these repairs.
I've had a leak in one of my power steering pump hoses for years... the questions you have to answer are, is your fluid low, does it become low, does your steering work fine?
Your car may need these repairs, it's possible, but if you're driving around, it doesn't sound severe. You could do them in stages, perhaps.
As far as bringing your own parts, find a good independent shop that will let you bring parts. I've had a number of shops let me bring my own parts, including an authorized Saab repair shop.
Simply present it like this... Hi, I need to have some repairs done on my saab, I already have the parts, but I don't think I'll be able to do the job myself (or something like that). I don't have a lot of money and I'm trying to keep this old car running, would you be willing to put the parts in and charge me the labor?
Research the repairs on this site and learn as much about them as you can, try to verify whether the problems exist, try to find out how long labor is to complete the work.
