Weird A/C and ACC Issue - I'm baffled

My A/C seems to have a mind of it's own on my '93 Aero. On startup, with the ACC OFF, the A/C compressor engages and the condensor fan comes on. Typically they'll run for 30 sec or so, then shut off. If I leave the car idle with the ACC off, they will cycle on and off. With the ACC turned up to HI, the compressor engages. On ECON the compressor kicks off, but the fan still sometimes runs. I replaced the relay this morning, no change.
Now I'm starting to suspect the ACC. For a while now it has had trouble holding a fan speed and adjusting the speed by hand takes many button pushes for a noticable change. Even when I adjust the fan speed by hand, the lights don't move. The fan speed controller had one slightly melted terminal on the plug, a new one is on it's way. However, cleaning the old one up didn't seem to make a difference.
So, how much control does the ACC have over compressor engagement and the fan? Anything else I can look at? How can I troubleshoot this? Thanks for the help!
