A blow fuse is obvious. But I've also had fuses that looked good on visual inspection, but didn't pass current. So when you get the voltmeter going, measure the voltage on both legs of the fuse. Most blade-type fuses have a little hole/slot in the back over each leg. You can stick the ground of the meter on chassis, and measure the voltage on both sides of the fuse when it's plugged in. If you see 12 volts on one side of the fuse but not on the other, the fuse is bad.
