Below the ignition switch, on the dash, is the inside temperature control sensor and it's fan. It has a couple of slot in it that draw air past a resistor. Pry the whole thing out and clean with compressed air as these tend to become clogged with lint and dirt! This sensor tells the ACC the temp in the cars internal compartment. Sound like the fans OK, due to the fact that you can get all the speeds.
