Two odd behaviors that have nothing to do with the blower or the blower controller:
1. With the ACC OFF, the condensor fan and A/C compressor cycle on and off, which should not be happening.
2. Odd behavior when pressing the blower speed control buttons, is possible to reduce the speed
You may want to start with removing the unit, unplugging and reinserting the connector(s), perhaps giving them a spray of contact cleaner. I have no idea where the ground connector is for the ACC, but that might be worth investigating as well. If that doesn't work, you may want to pick up a unit on Fleabay.
