95 9000 (R134) AC troubleshooting - Exp Valve, Clog?

I've started driving my 9k again.
I tried to test pasts of the car, and the AC doesn't work.
The compressor engages. The big line that goes from the compressor to the condenser gets quite hot. The line big line that goes from the compressor to the expansion valve gets hot, more warm really. The small line that goes from wherever to the expansion valve does not get cold.
I used a pressure gage from a R134A refill kit that I used on a different car to check the low side pressure. It was in the "green" range at about 35-40 psi.
From what I have read on here I could have.
A) a broken expansion valve
B) a clogged expansion valve
C) a clogged line
I have read that the clogs could be caused because some stuff from the receiver dryer gets loose and makes a clog. Would that not mess up my compressor too?
Any tips on how I can troubleshoot this, or is it time for an AC shop?
Can I DIY this repair? If I have a shop evacuate the system I can then replace whatever needs to be replaced, can I simply refill the system or do I have a shop vacuum it down and refill? Or should the shop just do everything?
This is the fist time I've tried working on A/C systems other than the refill. Actually on my previous cars I removed the A/C systems completely.
