This is what I found on my 1996 CSE last summer. It has the two speed radiator fan, as well as the aux condenser fan. The radiator fan motor is really only a single speed which is high. The way they create low is by putting a resistor in series with the wiring.
On my car, the resistor burned up internally, thus not allowing the current to pass through when it should be running low speed. Also, the insulation on the wiring was all dry rotted and cracked. It would kick in to high speed when the coolant temperature or refrigerant pressure got high enough.

You can either buy a new OEM resistor, or what I did was create my own from parts I had at home. I forgot the exact resistance and wattage it had to handle, but I believe it was 2.1 ohms and 50 watts.

My 96 had a different looking resistor. In the picture I linked below of my fan, the original resistor was the same size and shape as the copper pipe clipped into the fan housing.
