If you can move the bolt without the bushing in the bracket, I would say that the top hole must be elongated. You can, 1) find a used bracket, 2) drill out the hole and press in a sleeve the size of the bolt, 3) weld a thin plate on top of the bracket and re-drill the hole, 4) any similar suggestion that involves returning the top hole to it's original specification. Using a larger size bolt is out, because the bolt won't fit through the bushing.
