My guess is that the fan has a problem. Resistors don't usually just burn up by themselves - it takes an excessive load somewhere, and that is probably the fan. The fact that the fuse blew also shows excessive current. My guess is some shorted windings internal to the fan.
You might want to look for a used fan and resistor from a junker, if you're looking to save some money.
