Yes, you put in a shorted BPC and got full boost. The BPC is a valve, and the valve position controls boot. The electrical signal controls the valve position. With a known bad electrical winding (shorted), you can be pretty sure the valve isn't working right. It is likely that the valve was stuck in a position that gave you full boost. As the engine ran the combination of vibration and boost pressure allowed the valve to open more and more, which ports more pressure to the wastegate actuator, which reduces the boost.
So yes, with a bad BPC you can get full boost. And you won't get any boost cut-back if the engine starts to knock, because the BPC isn't working. One BPC failure mode is to get wild overboost. And as the Esteemed Mr. Bubble notes, that shorted line takes out the ECU internals, making it impossible for the ECU to properly control the BPC.
