Ari is right (his normal status).
BPCs fail in a few ways and can stick so you get lots of boost and no overboost protection. They also stick so you get base boost, or like one I had last year, work correctly some of the time and otherwise let you blow right through the red zone to fuel cut off.
ASSUMING you have checked all your vacuum hoses and know your wastegate is operating correctly, you will need to invest in a new BPC solenoid (valve). Then you are likely to be working fine *unless* the transistors in the ECU are bad, in which case you either get that repaired or buy a used ECU (same model year, please). Neither is all that attractive, but you need to get to the point where you know what's good and what isn't. Right now, using parts of unknown quality, you can't tell that.
