I had an E30 BMW 325i with piston slap, which is pretty common in these engines (along with valve noise, pulley and belt noise, and any other noise you could imagine an engine making). The noise could definitely be mistaken as a lifter, but was a little deeper and more centered in the engine than the valves. Piston slap is not necessarily indicative of other ailments like poor compression, etc. However, the key with piston slap is that it typically gets better as the engine warms up, which I don't believe is the case in your car. I've also never heard of a Saab with piston slap. If it's not the fuel rail, I might guess you've got a lifter that doesn't pump up well anymore, especially if things get better at higher RPM.
