Actually, it's not a solenoid, but a variable-position valve (BPC). But who's counting..
If the fuse if blowing immediately, I'd go for a short somewhere. The transistor drivers for the BPC valve can't carry that much current. I'd unplug the APC box and see if the problem goes away. If it does, there may be a short internal to the box. Not happy. If it still blows, I'd check the wiring from the APC box to the fuse. For the fuse to blow right away, you need a pretty serious short circuit. I'd guess it's on line going to the box, not at the BPC. Just a guess.
