the dashpot looks like a little flying saucer, with a plunger and a spring. The inside of the saucer is a damper. When the throttle arm closes, it hits the plunger, and it acts like a little screen door closer - it catches the throttle and eases it down to the idle stop. Nothing pnemumatic - just a damper.
When operating and adjusted properly, it should catch the throttle arm about 1/8 inch above the idle stop, and ease it down to the idle stop in about 2-3 seconds. If it's adjusted too low, it won't catch the arm. If it's adjusted too high, you'll end up with a high idle.
The damper in the dashpot does fail. If the plunger just pushes in with no resistance, it needs to be replaced.
