If the dashpot isn't working properly, it can cause RPM droop on throttle lift. The purpose of the dashpot is to make for a smooth idle transition on the older LH cars. Will that clean up a cold idle problem? Depends - if the idle level is being set by the dashpot, and the idle is set too low, you would get two birds with one stone. Cars tend to idle better when warm.

Unlike many other parts, you can actually see if the dashpot is working properly. Adjust it so that the plunger catches the throttle arm 1/8 -1/4 inch above the idle stop. If the dashpot eases the throttle closed, it is working. If the throttle slams shut, the dashpot needs to be replaced. You want to adjust the dashpot so that it doesn't hold open the throttle - that's what the idle stop is for. But you want the dashpot to catch the throttle as much as possible.

I've got a simple rule for trying to fix multiple problems - fix them one at a time. If you try and match one failure to all the symptoms, you'll go mad. Yes, it might help if you're faced with replacing a $800 ECU blind. But you can actually see if this baby works, and it is an important part of the system. Pick one problem and fix it - if it fixes the other issues, great. If not, take the next one on.

You want to make sure the idle is set properly. Given it's a '87, make sure the ignition system is in good shape - fresh distributor cap and rotor, wires, and properly gapped plugs. And make sure the timing is right on - that can impact idle.

When it comes to vacuum leaks, have you checked the charcoal canister? It's buried in the front right fender, and is often overlooked. And it is basically a big vacuum leak. The easiest way to see if the hoses are still connected (there are two - a thin one that controls the valve, and a fat one that ports the air), open the hood and remove the right front turn signal assembly. Then peek in.
I've often see the fat hose blow off the valve nipple on the top of the canister. It gets oily over time - and your car has had 20 years of time. Turbo boost builds up, and the hose blows off.

But check the dashpot, and replace if it's bad.
