Historically, "twin" turbos have been applied to cars with V-configured engines. Both turbos are the same size, but the plumbing works to have a turbo on each bank of exhaust headers. This is considered to be a parallel configuration. It helps with turbo alg because each turbo has less inertia and is able to spool quicker than a single large turbo.
In other (more rare, but becoming less so?) cases, two turbos are used as you describe in a sequential manner to reduce lag, and maintain the high-output capabilities of the engine.
