If the BPC-driving transistors in the ECU are bad, you'll be restricted to base boost.
Sounds to me like your BPC is dying, or dead already, which can cause either the overboost condition or base boost, depending on where it's situated when it dies. How old is the valve? You can test it electrically by unplugging it from its electrical connector and testing pins 1-2 and 2-3. You should get anywhere from 2.3 to 3.4 ohms, anything dramatically more or less means it's shot.
