You can buy the Tech 2 from e-bay all day long but it is probably not cost efficient if you are only planning to fix one car. Count on about 3-4 grand for a Saab setup.
No, it's not any software out there for you laptop that will do it.

Search for TCS on this board and after reading through the almost 6000 posts about the subject, you will know more than any Saab dealer mechanic ever knew about the system and how to fix it.

Also if you list your approx location, it might be a Saab shop in your area that knows about the system but it is fewer and fewer of them around that can deal with the 9000 TCS system.
