That pesky single back up light

So I pull out of the Chinese restaurant in Milford, NH (China Golden--highly recommended!) and as I do I notice a cop turning the corner a block behind me. I watch my speed, use turn signals, and about half a mile later the blues come on and he pulls me over. I have my license and registration out and almost 2 minutes later he walks up to the car.
"You have only one reversing light, one must be burnt out," he announces. Not quite what I expected, but I'll get to that.
"This is a Saab 9000," I explain. "Most of them only have one back-up light." I showed him how the back-up light was on the right and the rear fog was on the left.
He doesn't have a good response to this, so he takes my license & reg and goes back to the cruiser.
An age passes. My daughter, waiting for a ride, calls. The food continues its exothermic spiral to room temperature. After about 10 minutes he comes back, actually apologizes for taking my time, but since he stopped me he "had to fill out the paperwork." He hands me a form with "Other" checked off, and some statute, but says it's not a warning or a ticket and that it won't show up anywhere since "the car was designed that way."
Fine.
I know the 9K is weird in having only a single back-up light (so is the Mini Cooper), but this seemed a little nuts to me. I don't know what the Milford cops' policies and procedures are for traffic stops, but I plan to find out.
But what's funny is he didn't notice that one of the two lights for my rear number plate is burnt out.
