What could cause weird TCS throttle behavior?

'93 CDE turbo, auto, 242k miles. No check engine or TCS lights. Throttle is acting weird under my foot. Sometimes resists being pushed or even pushes back, especially when lugged under load just after a shift. Car is not in limp mode. It's completely driveable but doesn't boost past halfway (hasn't made full boost for some time). Is it possible that the system just needs a calibration?
