Check vacuum lines between throttle (upper) and safety valve, safety valve, and vacuum lines between saftey valve and intake manifold. Check operation of the one way valve between the safety valve and the intake manifold. I believe I experienced these symptoms at one time and my one way valve actually ended up breaking in half, forcing me to finally replace it. 93 CSET 5 spd 266K.
You base boost problem is most probably the result of a bad BPC and possibly the ECU.
