Power Steering Lubrication

I have a been having a leak requiring a top up almost every morning for steering fluid. I came to find out the rack boot on the driver's side has come off on one side. Does the rack come filled with lube like in a cv joint? Things looked pretty clean there. Does the leak indicate grit has gotten to the seals? Thirdly, is there a way of partially rebuilding the rack? The cost of refills is starting to get to me.
Any ideas welcome. Thanks in advance.
