OK - we know the resistor works, because the fan runs at the low speed when you jumper where the relay was.
It's just down to two things - the low speed relay, or the low speed contact in thermoswitch in the radiator. The high speed relay and thermoswitch contact is working - the fan comes on at high speed and blows the fuse because it is starting up from a dead stop.
I'm going to guess it is the low speed relay. Pop it out, and pop off the cover. Look at the relay contacts - I'll bet they have some carbon buildup. The worst case is that they've burned to a crisp and are unusable -you'll have to replace the relay. But if they just have some carbon on the contact surfaces, clean it up with some fine sandpaper or an emery board - just double up the sandpaper, put it between the contacts, and while holding them closed with your finger, pull the sandpaper out. You're not trying to take away lots of metal, just clean off the black pitting and leave as much finish metal as possible behind. While you're at it, polish up the tabs (feet) of the relay where it fits into the socket.
Also do a visual on the thermoswitch, and the connection into the harness. It is a low current connection, so it won't have the same burning/arcing problem as a fan (motor) load. But just make sure nothing rattled loose.
