The Daytime Running lights stay on even if the headlight switch is in the OFF position. You can remove the DRL fuse if they really bother you. I happen to like having them.
As to the brake lights - first, make sure nothing is keeping the pedal from moving all the way - binding on the carpet, etc.
I assume that if you walk around to the back of the car, the brake lights, including the high mounted stop light - are ON. Do they go off when you turn off the car?
If the tail lights and high mounted stop light are ON, then the switch at the pedal is broken. It happens. Make sure the switch is being pressed when your foot is off the brake (pressing the switch turns it OFF). If the switch is getting pushed, replace it. It's not expensive.
However, a bad switch would also have the brake lights on even with the key out of the ignition, quickly draining the battery. Is this what is happening? Are you instead seeing an indication on the dashboard of the tail lights being on?
IF you are seeing an indication of the tail lights being on ON THE DASHBOARD, then check to make sure your brake lights work! When the car first starts, the EDU displays the rear brake lights as having a bulb out - that is what the indicator means. When you press the brake pedal, the indication on the dash should go out. This is a test of the brake pedal switch. IF the indicator doesn't go out, you may have a bad brake pedal switch, and NO rear brake lights - not very safe.
So - do the rear brake lights come on and go off?
Is it the indicator on the dash you're seeing?
