Opening the door to enable the seat with the key off is very common - I've not run into a car of any brand that didn't have it.
It makes sense - the previous driver is 5'1, and the seat is smack up against the steering wheel. The next driver wants to get in, but is 6' 2". If they have to get in and start the car to move the seat, it'll be a gymnastics exercise. But if they can just open the door and hit the buttons from outside the car, they have a chance.
Why not enable it all the time, even with the door closed and the key off? Something drops onto the switch, and the seat moves and the motor burns out while draining the battery.
Fuse 7 is also in the fuse panel, top row, third from the left. It's always good to check fuses, but it is usually a bad relay contact.
