I've been dealing with this same issue, only worse.
The ACC has servos that move the flaps around. For the heater flap, the servo may have to run to one stop or the other (full cold, full hot.) When the controller is on the stop, the ACC periodically (about 1/second) bumps up against the stop, just to make sure it is at the stop.
Hearing the tick isn't normal. My ACC only started doing it, and shortly thereafter, the servo started acting up. I don't know if there is a correlation between the ticking and the follow-on failure.
