I don't have a definitive solution yet. I suspect it's the servo, but I haven't ruled out the ACC unit itself - it still could be a stepper motor driver chip in the ACC unit that isn't providing enough current.
hmattyj's suggestion is best - if you can find someone with a late model ACC unit to swap, give it a try. It's got to be a '95 or later; maybe a '94. I know the '93 and earlier units won't fit - different connectors. The ACC unit is easy to swap in and out in a few minutes; the servo is buried in there, and takes removing the dash top. It's a lower probability that it is the ACC unit, but because it's the easiest thing to try (if you have a spare), try it first. But in my case, I'm suspecting the servo. That's one piece you definitely want to go used.
