Hmm... I have two 9000s; on the one with the new clutch, it engages in the bottom half of the travel, and on the one that I don't think has ever been replaced (110k), it engages very near the top and seems to progressively go more that direction. It seems to make intuitive sense to me that way; as you press down on the pedal, the thinner the friction disc is, the sooner it will pull away (high engagement). Low engagement would make more sense to be a hydraulic issue, there not being enough pressure to separate the pressure plate from the disc.
