My '96 CSE had 19s, never checked on my daughter's '95 CS.
Going from 18 to 19 won't do anything much for you, but the poly bushings will make a difference. I did them front and rear and they made it a little crisper. You tend to really notice the difference since the bushes you replace are both soft and old. I did rears first, then a while later did the fronts. Some here say keep the front ones stock rubber, but poly worked fine for me.
If you can afford them, the SAS bars are awesome. My '96 CSE has the Aero springs/shocks and the SAS bars. The ride is firmer but usually not uncomfortable. The body roll is really well-controlled and handling is pretty much neutral with about 3 pounds more air in the front tires than in back. There is a bit of a tendency for the rear to jump a bit on bumps in some corners, but no biggie. Overall, I give this combo an A-.
