Atmospheric Boost

Hit a bump taking a curve the other day, wham car will only boost to atmospheric pressure. I have run through the following T/S sequence:
1) Checked wastegate linkage, good. Moved rod back and forth - seems correct with spring tension.
2) Checked the bypass valve control valve on the LF fender. It read open (bad valve). Changed valve with good unit. Still ATM boost.
3) Changed bypass valve. Still ATM boost. Disconnected bypass valve vacuum line. Same result. I believe you need vacuum to open the valve.
4) Checked intercooler by disconnecting hoses just aft of turbo and at inlet to large Throttle Body hose, plugging one side and pressurizing the other with 30 psi from my air compressor. Intercooler and hoses are holding pressure.
I'm thinking the wastegate is stuck open somehow or bad turbo. I thought turbo was working since it does boost to ATM. There is no whistle at all.
Any other T/S steps I can take to isolate the problem? Thanks.
