Turbo question

I removed the intake hose to turbo and attempted to spin the blades. They were stuck - I could not move by hand. Boost gauge does show some boost being generated (needle moves), but will not go into yellow zone. Seems like bad turbo but I don't understand how stuck turbo can generate any boost.
Also, does a T25 from 94-97 cars fit on a '93 CSET? Thanks.
