As you open up the throttle, you remove the obstruction (the throttle plate) that produces the vacuum in the intake manifold. That is, the pistons are sucking in air on their intake strokes, but at idle or low throttle settings, the throttle plate is either closed or partially closed, resulting in a vacuum. If you were to have a boost gauge on a normally aspirated car, you would see the needle climb up to 1 atm pressure as you advance to wide open throttle, but of course never exceed 1 atm. I think that is what you are observing now. With the engine off, the needle sits at 1 atm.
