My daughter's '95 CS had the brake lights stuck on. I investigated and couldn't duplicate it. Then I found that it only happened with the key on --when the brake system is pressurized.
System pressure put some pressure on the pedal which made it move relative to the switch. The way the switch works is that when the brake pedal is pushed down the button on the switch goes from being pressed in (brake lights off) to not pressed (brake lights on). The range of motion required is pretty small-- maybe 1/4 inch. I had a thin gap, less than 1/16".
On her car the pedal wouldn't come back to the point where the button on the switch would go in far enough to turn off the brake lights. Lubing it didn't help, I couldn't figure out how to move the switch without damaging something, and didn't have much time to really dig into it as she had to go back to Maine to start her summer gig.
SO...
I found a little bit of hard plastic--about 3/16" square and a little over 1/16" thick and super glued it to the pedal where it contacted the switch button. This filled the gap and pushed the button far enough into the switch to turn off the brake lights. Worked fine, and far as I know it still is, 2 months later.
If the car's ever here enough for me to dig into and do it right I will, but it did the job. As I said, "repair" maybe isn't the right word.
