I can get more than 18 gallons in mine if I drive a few miles with the light on. Then again, I do "top up" a bit, so that probably ends up putting a bit 'o fuel in the filler pipe on occasion.
My best gas mileage occurred when I drove through Yellowstone NP on back-to-back days (I lived in Bozeman, and was the default tour guide to visiting friends.) 45 mph speed limit and absolutely no reason to exceed it makes for some great mileage numbers. I was probably well over 30... although the SID said 36, I know it's optimistic.
