Theory is nice, but my experience was that replacing an H3 foglight bulb with a new one of the same wattage produced a much brighter beam. When I had a foglight stop working, I opened up the bottom panel to get to the bulb, which took a lot of time due to the usual rusted connectors. Once open I saw that the problem was not the bulb but the wiring, but since the access was open and the bulb was probably a decade old, I decided to replace it as a matter of course. The new one was much brighter, but perhaps the replacement was a brighter/shorter life version, despite nothing stating so on the box - maybe car manufacturers use "standard quality" bulbs to avoid warranty repairs.
