Lots of info here but also lots of confusion since not all it related to your 97 9000.
Part number 8817538 is Saab's part number for the 82°C thermostat that was used in older Saab's but can be used in an 97 9000 as well. The car came with an 89°C thermostat (P/N 30577561) from factory. But it sounds like you have an aftermarket thermostat if the rubber gasket is glued to the metal. Or maybe it is just so old that the rubber has melted to the thermostat?
There is no fan switch in the radiator on a 95-98 9000 so no use to look for one. The cooling fan use the temp sensor at the end of cylinder head for info.
Saab's genuine thermostats has been Waxstat brand for many years, not Whaler but since about 6-7 years ago they switched over to Motorad.
