Happened to me on my 1991 turbo (2.3L). I fabricated a plate out of mild steel to match the shape of the plate on the wheel well, which is trapezoidal. I was going to have it welded on but it seemed to me that it would be hard to get at and weak, because the sheet metal is so thin. I ended up sanding the paint off the metal still left and used epoxy (JB Weld) to fasten the 1/4 steel plate over top of the existing mounting. For the missing threaded nut that was ripped out, I epoxied a nut to the back of the new steel plate. After the epoxy set, I primed the bare metal and then painted it the body color. The result is more solid than the original mount. I got another replacement bracket to hold the dog bone.
